Make the Supplier notes section optional on the PO creation and edit pages

Add an option to make the supplier notes optional, as we do not want our users to use this.

This is important as each supplier is unique and apart from broad Ts&Cs for the organization, buyer may want to put comments based on the product/services to meet organizational objectives in terms of commercials, timelines and quality of the product/services
