Complete PO's which have had partial receipt

Ability to complete a PO even if not all stock has been received So the outstanding stock would be zero and the value of the PO would change

It would be nice to mark a partially delivered PO as complete, as sometimes we cancel back ordered items, or quantities change based on availability, and currently if we deleted the line or adjust the quantities the PO remains partially delivered.
