Add the ability to attach a photo to a PO directly from a camera on te web app.

The Mobile app has the ability to allow a user to attach a photo to a PO by accessing their camera and taking the photo. The web app does not have this ability.
This is a request to add this functionality to the web app so that if the user is working on the web app using a mobile device or even if they have a camera on their desktop device that they will have the ability to access the camera from the attachment functions in the web app and directly attach a photo to the PO this way.
