Allow the user to change the department when editing a PO

At the moment you have to cancel and revise a PO if the incorrect department was selected when raising a PO. It would be helpful to the user to be able to simply edit the PO and change the department the PO was assigned to as long as the user has the required access to do so.

Otherwise PO has to be completely cancelled & re-created/approved.
